    A continuous three-minute segment of student produced news stories based on world, national, state, or local events.
  4. MORNING ANNOUNCEMENTS
    A continuous three-minute segment of a student produced program either reading or reporting of the announcements and events indigenous to an individual school.
  5. MAGAZINE
    A continuous three-minute segment of a magazine format program. Including, but not limited to, news, sports, features, opinions, reviews, etc.
  6. LIVE OR TAPED SPORTS EVENT
    A continuous three-minute segment of a school sporting event.
  7. INSTRUCTIONAL
    A continuous three-minute segment demonstrating a process or a procedure.
  8. DOCUMENTARY
    A continuous three-minute production or segment of an investigative or informative documentary video, created by students to provide information to a target audience.
  9. PERFORMING ARTS
    A continuous three-minute segment of an original screenplay or original music video.
  10. IMAGINATIVE
    Up to a three-minute segment of a presentation of a student produced video designed to entertain or express artistic vision including, but not limited to, computer animation, claymation, special effects, video montage, program introductions, etc. 

General Standards

1. The purpose of the 2000 Student Video Festival is to recognize and showcase outstanding student work in video production and to encourage students to work towards excellence. Schools are not in competition with each other; each school seeks to meet the established criteria and to gain recognition for excellence from peers at the Video Festival.

2. All videos entered in the 2000 Festival must have been produced entirely by students in an organized school program, either a video class or video club supervised by a teacher. Submissions should not be produced or edited especially for the TVT Festival. Segments submitted should represent the work of students as completed for the project intended.

3. All submissions must have been created during the 1999-2000 school year.

4. The TVT Advisory Board has established ten separate categories for video entries. Each school may submit as many as ten tapes, with no more than one tape in any one category. Each entry must be submitted on a separate tape.

5. Teachers who sponsor the student entries into the 2000 Student Video Festival must be members in good standing of TVT, and they must serve as judges or facilitators for the judging process on March 4, 2000 or arrange for substitutes or tapes will not receive recognition.

6. Judges may designate any number of awards for excellence in each category. No distinction by school size or quality of equipment will be made. Judges will use the established criteria to identify excellent entries, keeping in mind the stated objectives and the description of equipment and planning that accompanies each tape.

7. Each cassette must be labeled with the school name, title of category and title of entry. Each entry will be judged following criteria for the category in which it was submitted.

8. A submission will be disqualified if the judges find it to contain obviously inappropriate material, such as copyright violations, violence/profanity or professionally produced excerpts. Formal written documentation of permission to use copyrighted material must be included with each entry.

9. Teachers/sponsors must supervise subject matter and language used in Festival entries to insure that no offensive language or violence be portrayed. Inappropriate entries will be disqualified.

10. Copies of tapes submitted to the Festival may be made available for teaching purposes to all members of the TVT organization.

Tape Specifications for TVT Festival Entries

The lead on each tape should be a slate (graphic page) stating school name, category title, entry title and year. After the slate, 10 seconds of black should follow before the production starts.


TVT Student Video Festival Tape Release Regulations

One signed copy of the form (on the next page) must accompany each tape submitted to the TVT Festival:

I hereby affirm that I or my organization owns or has clearance to all materials, both sound and visual, contained in the program submitted for judging. Further, I and/or my organization will hold the Western Pennsylvania Television and Video Teachers Consortium (TVT), the 2000 TVT Student Video Festival or Robert Morris College harmless from any and all suits and liabilities from any actual or alleged violations of copyright, or from any loss or damage to videotapes submitted to the Conference.

I understand that my programs, or excerpts from them, may be duplicated and compiled for public screening at the 2000 TVT Student Video Festival, and I give permission for such purposes. I also agree to distribution of my programs, or excerpts from them, to members of the Western Pennsylvania Television and Video Teachers Consortium in the form of a Master Tape of Entries and Highlights of the TVT Student Video Festival and I give permission for such purpose.

Judging Criteria

Planning

To receive a 10, the written plans or script submitted must be detailed, explicit and grammatically correct. The plans must identify specific shots to meet the script requirements. The plans must also describe and locate all graphics and transitions that will be used in the production.

If a storyboard is appropriate and submitted, it must contain relatively decent artwork that indicates the type of shots needed and all camera angles and movements. Scripts for each shot indicating dialogue or narration must accompany storyboards. Also, the storyboard must detail and locate all graphics and transitions that will be used in production.

Objectives

Written objectives submitted should state: the purpose of the production, the target audience, the method of delivery and expected outcomes from the audience. Written objectives should also be grammatically correct.
